Cost of Winter Heating in Georgia: Gas vs. Heat Pump Guide
A mild Georgia winter can still produce an expensive month when auxiliary heat activates, a gas base charge meets a cold snap, ducts leak into an attic, or a large suburban home cannot hold the heat its equipment produces.
The cost of winter heating in Georgia cannot be estimated reliably from the words “gas heat” or “electric heat pump” alone. Two homes using the same fuel can produce very different bills because of equipment age, utility territory, rate plan, square footage, thermostat use, duct condition, insulation, appliance mix, and weather. Cost of Winter Heating in Georgia Starts With the Full Bill Stack
A posted utility rate is not the same as the amount paid per unit after all charges are included. The electric bill may contain an energy component, fuel-related adjustments, taxes, fees, account charges, and terms specific to the selected rate plan. A gas bill in much of metro Atlanta may combine a marketer’s commodity plan and service fee with Atlanta Gas Light delivery- related charges.
As reviewed in July 2026, Georgia Power’s standard Residential Service page displays an October-through-May energy price of $0.082 per kWh. That is not a universal final price for every Georgia household. Additional charges and fees may apply, customers can select other rate plans, and many Georgia residents receive electricity from an EMC, municipal utility, or another provider.
Georgia Power reported that its residential customers paid an average price of 16.29 cents per kWh during 2025. The difference between that all-customer average and a posted energy component illustrates why buyers should not multiply one headline rate by usage and treat the result as a complete bill.
Natural Gas vs. Electric Heat Pumps Is Not a One-Variable Contest
Natural-gas furnaces generate heat by combustion. Heat pumps move heat from outside to inside using refrigeration equipment. Dual-fuel systems combine a heat pump with a gas furnace and switch between them according to equipment, thermostat, outdoor temperature, or economic settings.

Compare What It Costs to Deliver Heat Into the House
Electricity is billed in kilowatt-hours, natural gas is commonly billed in therms, and equipment efficiency determines how much useful heat reaches the home. Comparing cents per kWh with dollars per therm directly does not answer which system delivers lower-cost heat.
One million Btu equals approximately 293.1 kWh of heat energy. A heat pump with a seasonal coefficient of performance above 1 delivers more heat than the electrical energy it consumes because it moves heat rather than producing all heat through electrical resistance.
One therm equals 100,000 Btu. An AFUE of 0.90 means the comparison assumes approximately 90% of the fuel’s annualized energy becomes useful heat, subject to actual equipment and installation performance.
Add monthly gas marketer fees, AGL seasonal and delivery-related charges, electric customer charges, taxes, and other fixed amounts separately. Also account for water heating, cooking, fireplaces, dryers, and other appliances sharing either bill.
This calculation is a screening tool rather than an HVAC design model. A contractor or energy auditor should evaluate actual equipment performance, balance point, load, ducts, controls, and combustion safety before a major replacement decision.
The House Can Overrule the Heating Equipment
A high-efficiency furnace or heat pump cannot compensate fully for a house that loses conditioned air through the attic, ducts, crawlspace, windows, doors, or building penetrations. Comfort complaints can also come from poor airflow, return-air restrictions, unbalanced rooms, or ducts located outside conditioned space.

Georgia Power’s 2026 Home Energy Improvement Program includes eligible measures such as home energy assessments, attic insulation, air sealing, duct repair and sealing, HVAC maintenance, and certain heat-pump conversions. Program amounts, preconditions, installers, and eligibility can change and should be confirmed before work begins.

How One Cold Week Becomes a High Utility Bill
A winter bill is usually the result of a sequence rather than one defect. Outdoor temperature falls, the house loses heat faster, the system runs longer, backup equipment may activate, and the billing cycle captures more heating hours than the household expected.
Diagnose a high month by comparing daily weather, service days, therm or kWh use, thermostat history, auxiliary-heat indicators, and repair records. Do not assume that every increase is caused by a utility rate change.
Request 12 Months of Evidence Before Budgeting the House
Utility history is most useful when it covers summer and winter, identifies the actual usage units, and includes enough context to explain household behavior. A seller’s family size, thermostat preference, remote-work schedule, pool, gas logs, electric vehicle, and appliance mix may differ from yours.

Do Not Replace the HVAC Unit Before Diagnosing the House
Equipment replacement may be necessary, but the most expensive solution should not automatically be the first solution. A new system connected to leaking ducts, weak returns, insufficient insulation, or inappropriate controls can remain uncomfortable and expensive.
Separate usage, fixed charges, plan terms, billing days, and one-time adjustments before blaming equipment.
Inspect filters, thermostat operation, refrigerant or combustion condition, airflow, electrical components, condensate, blower, and system controls.
Investigate attic, air leakage, returns, duct connections, insulation, crawlspace, basement, and room pressure before choosing equipment size.
Verify that the thermostat matches the equipment and that auxiliary, emergency, or dual-fuel operation follows the intended control strategy.
Account for current insulation, windows, orientation, additions, ducts, design temperatures, and planned envelope improvements.
Review equipment match, efficiency, low-temperature capacity, backup heat, duct modifications, electrical or gas work, controls, commissioning, warranty, rebates, and total installed cost.

Is natural gas always cheaper than an electric heat pump in Georgia?
No. The result depends on the gas marketer plan, AGL charges, electric rate plan, furnace AFUE, heat-pump seasonal performance, auxiliary heat, equipment condition, house load, ducts, thermostat use, and fixed charges.
Why did my heat-pump electric bill rise after one cold week?
Longer compressor runtime, auxiliary resistance heat, a longer billing cycle, rapid thermostat recovery, weak airflow, maintenance issues, or a leaky house can all contribute. Compare kWh, daily weather, thermostat history, equipment indicators, and billing days.
Why does my natural-gas bill include charges when I use little gas?
Gas bills can include marketer fees and Atlanta Gas Light delivery or capacity-related charges in addition to commodity use. AGL’s residential seasonal structure can also produce higher base charges in winter.
Should I replace the HVAC system before improving insulation?
Diagnose both together. Envelope and duct improvements can reduce the required heating load and may affect the appropriate replacement size. Major work should follow an inspection, testing, and a professional load calculation.

The Cheapest Fuel Cannot Rescue an Inefficient House
The cost of winter heating in Georgia is determined by a chain: the utility territory and rate plan price the energy; the furnace or heat pump converts or moves it; the ducts distribute it; the house retains or loses it; and the thermostat and occupants decide how the system operates.
Natural gas may be the better fit for one existing home. A modern heat pump may be the better fit for another. Dual fuel may work well where both systems are properly sized and controlled. None should be selected from reputation, vent temperature, or one utility advertisement alone.
Before buying or replacing equipment, collect the statements, record kWh and therms, identify fixed charges, inspect the envelope and ducts, document the equipment, and require a load-based proposal. That evidence is far more useful than assuming every Georgia winter is inexpensive.
